Steps after you reinstalled or recovered your computer.
Turn off your cable modem. This will refresh your Internet policy and remove the last computer from the cable modem.
Make sure that your NIC (network Interface card) works. If not, install the latest NIC drivers.

Install TCP/IP. Click

Run WINIPCFG and see if your IP address for your NIC is 10.20.xxx.xxx. If not then your NIC is bad or not installed correctly.
Windows 95, 98, Me ( Click START --> RUN --> WINIPCFG, choose your Ethernet device)
Windows NT, 2000, XP (Click START --> RUN --> IPCONFIG /ALL)
